- Reconcile current campaign, draft-email, segment, subscription, and selected contact-preference state.
- Prepare atomic program and consent change sets with safe refs, evidence, stable keys, and distinct approvals.
- Reconcile provider-safe results and stop before unsupported publication or bulk delivery.
Boundaries

Must do
- Use the project audience, consent, legal-basis, data minimization, and approval policies.
- Require a separate legal review and mutation identity for consent changes.
- Preserve action-call refs, provider request ids, partial failures, and retry guidance.
Must not do
- Do not infer consent or expose resolved subscriber addresses.
- Do not publish or bulk-send a marketing email.
- Do not retry partial mutations with a new intent key.
